A waltz in the sense that it has three beats to the bar. Dancers are advised to count them first, and to keep counting.

This is the quietest music in the concerto, and deliberately so: after the fugue the work needed somewhere to put its hands down. The xylophone spends much of the movement accompanying rather than leading, an arrangement the soloist is understood to have welcomed.
